Some car owners who have not won the Shanghai Hupai (沪大牌) quota can do so. Go to Shanghai C first, wait until you win the auction, and then go back to Shanghai Hupai (Shanghai Big Brand).

The current conditions for applying for a Shanghai C license plate are as follows:

Individuals: First of all, you must have a driver's license, do not have two Shanghai C vehicles in your name (up to two Shanghai C vehicles), and the Shanghai resident's registered residence is outside the outer ring road and is a non-local resident. The address is outside the outer ring road.

Company: As long as the registered place is outside the Outer Ring Road, it can be applied for, and there is no limit on the number.

A special reminder: Vehicles with foreign license plates cannot directly apply for Shanghai C license plates when returning to Shanghai. They need to convert them to urban license plates first, and then go through the Shanghai C license plate procedures.
